Keith Bradley - Chairman
The Rt. Hon. the Lord Bradley of Withington is Honorary Special Adviser at the University of Manchester. From 2018 Lord Bradley became Chair of Council of Salford University and he is also Chair of MaST Estates Partnership and BTG Estates Partnership, a member of the Advisory Board on Female Offenders (MoJ) and Trustee of the Centre for Mental Health and the Prison Reform Trust. Formerly Member of Parliament for Manchester Withington 1987–2005, he was Parliamentary Under Secretary of State for Social Security (1997–98), Deputy Chief Whip (1998–2001), Minister of State at the Home Office (2001–02) and a member of the Health Select Committee (2002–05). He was appointed a Privy Counsellor in 2001 and ennobled in 2006. The Bradley Report on people with mental health problems or learning disabilities in the criminal justice system was published on 30 April 2009.
Elaine Vermuelen - Director
Elaine Vermeulen is the Associate Director of Finance for the Salford locality of NHS Greater Manchester Integrated Care Board, bringing more than three decades of senior financial leadership experience across the NHS and higher education sectors. A Chartered Accountant and qualified governance professional, her career has spanned major finance roles in clinical commissioning, primary care, acute services, and academia, underpinned by her commitment to high‑quality financial stewardship and system-wide collaboration.
Charlotte Douglass - Director
Director Charlotte joined the asset management team at Equitix in June 2016. She has particular focus on the real estate assets within the Funds. Charlotte has over 13 years of transactional and advisory experience in Real Estate. Prior to Equitix, Charlotte was an Assistant Director within the Real Estate Corporate Finance team at Ernst & Young“ undertaking transactional activity, strategic consultancy and restructuring across the Care Homes, Retail, Office, student accommodation and residential sectors for a range of private and public sector clients. Charlotte trained as a Commercial Property Surveyor at King Sturge, has a BSc in Chemistry from the University of Birmingham, an MSc in Real Estate Management from Oxford Brookes University and is a member of RICS.
Jeanette Leach - Director
Jeanette is North West Regional Director for Community Health Partnerships, with over 20 years’ senior leadership experience in the NHS across commissioner and provider organisations locally, regionally and nationally. She has held roles in the Primary Care Trust, Heywood Middleton and Rochdale CCG, Tameside and Glossop Integrated Care Foundation Trust, NHS England and Greater Manchester Combined Authority. With an MBA in Business Administration, she progressed from corporate services board secretary to commissioning, contract management, procurement and leading successful large-scale NHS transformation programmes supporting health and social care integration. She leads infrastructure strategic planning, improving building optimisation and customer excellence. Jeanette is a Director on several North West LIFT Partnership Boards.
Stewart Small - Director
Stewart Small is a Board Director appointed by Equitix in November 2022. He holds responsibility for a number of assets across a range of social infrastructure sectors including healthcare, education and further education, and with a background that also includes responsibility for police assets and student accommodation.
Elaine Siew - Director
Elaine is the Executive Chair and former CEO of gbpartnerships (gbp) group, Board Director of several public private LIFT companies and has been a member of The LIFT Council since 2006. Under her leadership, gbp has delivered over £300m in new healthcare facilities, providing strategic estates planning, development, investment, and asset management services across the UK. Elaine holds a medical degree and is a chartered accountant with 15 years’ experience as a Corporate Finance partner. Her notable success as a business leader and her commitment to diversity and equality resulted in Elaine winning the Leading Women in Infrastructure award at the 2024 Partnerships Awards.
